			<content:encoded><![CDATA[<p>We have received the Cities review comments back for phase 1 parking lot and entrance driveway and have analysied them. The major items that needed to be address were identified and assigned for corrections as required. Modificaitons to our landscape plan are required and are underway at this time. The need to record on our deed and title a notice of our storm water facility was identified and I am going to Lane County this morning to accomplish that task. The need to sign and file an operations and maintenance plan for our storm water facility before we obtain our permit was identified. Several modifications to our civil plans were required. The major items on the civil plans were items dealing with modification of our  accessible parking spaces to current standards, providing a traffic separated sidewalk meeting all ADA current standards from Santa Clara Ave to our front door, and modifications to the bike parking structure including relocation of  it. All of these civil plan changes are being modified by our Civil engineer as required .</p>
<p>We are in anticipation of completion of this correction work and the ability to re-submit by July 16th if all goes well.</p>
<p>Our permit for our entrance sign has been approved and is ready to pick up at the City.</p>
<p>You will notice that our west property line just off of Santa Clara Ave.  has been marked out in white paint. We will be installing a six foot tall wood fence on our side of the property line. Next to the fence we will have a seven foot landscape bed, a  five foot sidewalk and then our new driveway. This should give you a good visual picture of the location of our newly constructed entrance. 			<content:encoded><![CDATA[<p>Wow!! a lot of time has passed since I updated this blog. We have completed all the design work and have applied for two different permits with the City of Eugene. The main construction permit was turned in on May 17th and we are to hear from the City on July 17th with news of either it&#8217;s approval or the detailed information that we need to address in orderto make it approvable. The second permit was for our entrance sign. We discovered that due to the process we went through in order to be able to build, that our property is zoned residential and thus our sign can only be a maximum of five feet tall. We had to change our design and mount our sign a foot lower to the ground than we originally intended. That permit has been approved and is ready for me to pick up.</p>
<p>EWEB has removed the fire hydrant as the City fire department declared it redundant. It cost us $2,000 to have that work done. EWEB has a design ready for the relocation of the power pole and as soon as we know that the new location is approved by the City of Eugene we will pay $2,923 to have that work done. With these two facilities moved the utility work will be complete and our of our construction zone.</p>
<p>Fund raising has slowed down significantly. Within the next two weeks we should have the construction bid prices available and be able to see just how much we need to complete our project. The parking lot design committee has planned the project with several options for incremental build so that we in theory could get started on the construction while fund raising continues for necessary elements of the project. (i.e.) We can hold up the purchase of the lighting equipment but still get the underground conduit and foundation work done. We can hold up the commitment for purchase of the planting materials until more funding is in hand. Etc. Each of these decisions have consequences attached but would allow us to move forward shortly after our permit is purchased.</p>

The committee is busy working on them and plan on turning them back in to the engineer with comments early in the week of March 21st. It is possible for the corrections to be made and the work to start on Landscape plans the same week. It is our goal to get the plans ready for submission to the City of Eugene by the first of April so we can stay on schedule for a May 1st 2010 start of construction date.</p>

			<content:encoded><![CDATA[<p>The $22,750.00 design contract for design services was signed the last week of February 2010. It is anticipated that all design work should be completed and ready to turn in for City of Eugene review by the first of April. The  intent is to do everything necessary to have the permits in hand for a May 1st start date for construction.</p>
<p>The lighting analysis and pole/fixture combination specifications should be done the first week of March and the electrical design done by the third week of March.</p>
<p>We have received several bids for our new entrance sign and are considering a number of different designs.</p>
<p>Spare Change Sunday is set for March 7th. It is anticipated that enough pennies, nickels, dimes, and quarters will be gathered to pay for the installation of all the new fences needed for phase 1 of our development. Steve Cornellius is planning to schedule a work day to install the new chain link fence on the east side of the property to finish enclosing our property on that side sometime in the next six weeks.</p>

Their proposal was the most complete and representative of project as we envision it. Approximate total cost will be in the $250,000 range. To date $160,000 is in hand and a fund raiser is in place to raise the rest of the necessary capital project money.</p>
<p>The design contract has been drafted and should be signed by the first of March 2010. It is anticipated that all design work will be complete and permits obtained for a start construction date of May 1st, 2010 and a completion date by the end of August.</p>
<p>Engineering consultant is Branch Engineering, Landscape Architect is Daugherty Landscape Architects.</p>

			<content:encoded><![CDATA[<p>Parking lot Project 2010</p>
<p> An eight year process has brought us to the point where we are ready to improve the Lord’s property at Santa Clara Church of Christ. We need to do this so that we can attract our neighbors and provide a safer environment for all that visit here.</p>
<p>A series of meetings was held to determine the current and long term needs of our current property. The members of the team included representatives from all the different ministries, and included anyone with interest who answered the congregational anouncement about the team and the series of meetings scheduled.  A large list was generated from ideas from all who attended. The members of the team used a tool designed to prioritze the needs of the congregation as a whole without exclusive focus on just one ministry. Many items have been to be accomplished as they were of relitive small cost and size. Projects that were costly, and required governmental approval had to go though a process called a &#8220;conditional use permit&#8221;. Before we could be successful in that process we needed to annex our property to the City of Eugene, go through a re-zoneing process to make our property builidable and useable for our purposes, and then we could apply for the condition use permit.</p>
<p> We decided as a congregation, and voted on the sale of one of our lots on Santa Clara Ave to the City of Eugene Fire department. The profits of the sale were designated for the following uses: <strong>Tithe to worldwide missions</strong> (done-paid for a Church building to be built in Ukwa India and money sent to Boise Bible College),  <strong>Debt retirement</strong> (done), <strong>removal of the rental houses</strong> (done), <strong>Re-zone land from agricultural to something we could build on</strong> (done), <strong>annex property into the city and obtain a conditional use permit for phased development of a Church facility on our property</strong> (done), <strong>and the remainder for Capital projects</strong>. </p>
<p>We now have a new committee to represent the entire congregation for Phase 1 part of our approved plan. </p>

<p>Art Jessee – Deacon representative and plans review</p>
<p>Anne Metzger – Aesthetic review of landscape, lighting, and entrance sign</p>
<p>Steve Cornelius –  Congregational interface for all work we can do with our own forces to save $$$</p>
<p> The committee has picked 2G Construction to be our design build contractor. 2G has chosen Branch engineering to supply the design and drawings.  2G has also chosen Dougherty Landscape Architects to provide a City approvable landscape plan.</p>
<p> We need to raise approximately $100,000 by May 1st 2010 to complete the project. Would you please prayerfully consider your giving for this important project? I know all of us together can do this easily. </p>

<li>Would you purpose to give your entire tax return to the Lord this year?</li>
<li>Would you consider being one of 200 people that give $500 each?</li>
<li>Would you consider paying for one entire parking spot by giving $1,600?</li>
<li>Would you consider paying for one entire bike parking spot by giving $650?</li>
<li>Would you consider working on, or heading up our garage/parking lot sale to raise funds?</li>
<li>Would you consider setting aside the equivalent of ten percent of everything you spend on entertainment, eating out, and beverages you buy in the next six months and giving it to the capital project fund?</li>
<li>Would you consider putting all your change in a jar or can and giving it?</li>
<li>Would you consider taking on a bit of extra work and giving that income?</li>
<li>Would you consider your financial abilities and what God would want you to do?</li>
</ul>
<p> Anything given needs to be above and beyond your normal giving to the general fund so we do not end up the year in a deficit. We want to continue to provide all the programs and services we have decided to do in this year’s budget. If our normal giving is reduced to build the parking lot we will have problems with our programs and financial commitments.  </p>
